stopped work program fallout 3 (Fallout 3)

Perhaps this question pop up very often, but the solution given only one and it does not help everyone(this did not help me)
Win 7
Repak from Phoenix
Before the game was great but after a year I deleted it and again downloaded, it started to give this error.
Tried the solution with editing the file
FalloutPrefs.ini
Fallout.ini
Tried to delete them and run the game on a new, did not help.
Re-installed and tried other Repack and nothing.
The same thing every time after clicking New game flies out the window
Also set in the properties file compatibility launcher and launcher in the game folder
