Of course, both assemblies, to put it mildly, scrap rare. If you are building from scratch, the best you can.
If the choice is specifically between the two, it is better than the first (with i5-7400). It is at least an upgrade to 7700 confident + and then the video card's more powerful. The second little detail, even though the graphics card that amd radeon R7? With 2 gigs, for example R7 240 / 250. 240 is weaker, as I understand it, 1050.
