Why not buy players? (FIFA 18)

I am interested in this question when using cheat ingin or using a trainer to increase the amount you can spend on players, then when you try to buy any player says he does not have enough money (can't afford to buy this player), and you can't hire a scout. Actually the question is why is this happening?

now you increased the amount yourself, go to FINANCE and then to the budget, and this runner budget allocation by move back and forth.( Salary should not more than 5-6 mil to be)
try, if you can accomplish your goal
