How can You call an RPG a game where quests are linear, the player's actions have no effect, role-no (because of the slain SPECIAL and endless level'up)?

The construction of settlements is a mod for Fallout 3 that was borrowed from fans (steal), crooked redesigned and implemented in Fallout 4.

Passed finally addon Far Harbor and lastly memory made a farewell video night town. The atmosphere in this great addon like night and day. There's fog, radioactive storms, rays filtering through the trees, great addon.
Tried to move the mouse smoothly but still sometimes jerks came out, I used to quickly move the games look. And I am not able to fill a clear quality videos and so the picture is lost in the atmosphere.
