Thank you all for the answers) one more clarification - comp acquire mainly for games, for FL Studio. honestly I really like to play GTA 4 with mods, so take in particular underneath it too(I know, sounds weird)), and there is a caveat - intel core i3-9100f works only in conjunction with Windows 10, but as I know some users 10's had problems with the launches of several old games, including GTA 4, and if I did not come to start, then to reinstall Windows earlier will not work. please consult knowledgeable people for that matter)

Why do you think so? For the CPU driver to set is not necessary, and the only thing that determines whether iron working and which Windows. With GTA4 as far as I remember there is a problem of a different kind - it does not support multi-core. Therefore the desired percent of maximum possible frequency, to get on a single core.
