Base, selection base, obostrana (Project Zomboid)

All good. For the beginning I want to ask: has anyone taken the prison as a base? I once asked this purpose, and decided to settle there. But faced with the problem - I (purified from zombie areas) there were a few new zombies and I couldn't tell if they will spawn, or come from somewhere. As far as we know, that the location of the character must not be a new zombie, but I'm not sure. And so the question is: has anyone managed to clear the whole prison? Or maybe there are better places to base?
