This riddle was trying to solve in the topic Looking for the main characters after the final credits [spoilers].
I won't force you to rummage through a bunch of comments here and tell all achievements)

The idea was that the phrase Basket at the door. The lighthouse went out. (for another version of torch extinguished) - it costs a clumsy localization, i.e. inaccurate translation of some (possible) slang expression that can understand English-speaking players. However, it is also this mystery was not too tough: Radio easter egg?

The most plausible explanation the extinct beacon-torch, IMHO, is dim lights of pagan min. Remember, often in the propaganda radio said: Yes Shine your light of pagan min! I.e. a torch extinguished = our leader died.
