Modifications for Jack (Gears 5)

Went through the entire game collecting all the details and improvements to the Jack, then decided to pass the pen with all the improvements and they are not buried. Each attempt to pass the pen Chapter, I gotta pack all over again this is a bug so Il so conceived?
