Bugs with textures. (Euro Truck Simulator 2)

If completely removed and installed from under BIOS, then the missing DX9. With the pirates and put some sort of DX and Visual. Or from the old drive. Sometimes that's the problem. Windows, after reinstalling, updated to the latest packages, including NET Framework to the latest version. Maybe you don't.
