The problem in the game(with the gun). (Borderlands 2)

Hi all, faced with an unusual problem, nothing anywhere on it that I can find. In General, I downloaded a game file steam api has changed to Russian language, everything was fine, played for a week or two, there were cases abandoned for 2 months. Now I go into the game, was again all in English, open the file steam api returns the incomprehensible crap(as pictured). And another problem, when you aim in the game( for weapons with a scope like the only way) why it shoots bursts, even with sniper rifles. Can somebody help?
