Windows and performance (Red Dead Redemption 2)

Actually the question. If I have Windows 7, but other requirements, a piece of iron - higher than recommended.. she will have me give place/to go on high-ultra settings? And go with comfortable FPS at 60+, or Windows decides and if I want a vigorous fps and high-ultra settings I will have to go to 10 forced to them to play? The most common resolution FullHD
