most likely Raiden was by itself, away from Boris and now dispenses justice himself.

Well, I guess we'll never know until it's complicated...can only hope in the next life about the 2nd part

im pretty sure raiden quitted, and agreed with what armstrong said. what he meant with fighting his own war was in fighting what he believes in as armstrong told him to fight for no one nor nothing...just a theory
