Adams 1.6.0 update translations (Stellaris)

Not moved what couldn't or was too lazy. Not translated the UI changes, graphics, performance, graphics, modding and bug fixes.

there's good news and there is not very much.. correction policy in a single mind pleased,as the fact that the fallen xenophobes not declare war if the next Outpost was built. and then I had a party not long ago,they are earthlings there crumbled for the planet next to me at the Outpost nearby, although we were not right next to him, and more systems for five of us shared.

there's only said about 1 random technology and hence there either shields or reactor or useless decoder or encoder, or field. Then it would be much apnuli reactor, shields, and the decoder with the encoder to significantly large values from top to 4 times was stronger.
