The problem with the cursor/mouse. (Hotline Miami)

The cursor movement is restricted to invisible frame, in which it rests.. If the character in the center, the frame is almost not felt, since approximately equal to the size of the monitor. When you press shift you can move the cursor further, but still it will be limited to the frame, but a little more.
The screenshot showed the boundary lines at which the cursor is not moving.

p.s. In the screenshot HM2, but this issue is relevant for the first part.
