Weird problem with overlays

Hi!
To begin with, that the problem is not common. And if the decision was obvious, I would have found it. In Google too anything intelligible is not found, neither in our, nor in overseas.

Recently began to notice that the Steam overlay in any game was the kind of dumb: if the resolution is 900p when the game is 1080p and in General, everything is fine. This is especially noticeable on the text hurts the eyes. Here is the screenshots:

I have no idea what is responsible for displaying these things. Again I will say that clearly in the games too. The only problem in these interfaces.
