Pirate version, the problem 510mb (Borderlands 3)

Downloaded this game (late to buy a license to be able to play with friends just fine without any problems), but the game does not start, click on the shortcut and everything just appears in task Manager consuming 510мб. I was looking for a solution to the problem, but they all basically have to replace the value in the file one folder which is simply the pirates missing (probably will after 1 run games, but it's damn not even pretending to do so). Who runs the game I want to try to create this folder and to test his theory, but this requires a file GameUserSettings.ini which is not in the Internet, so please, throw off please.
