Problem with language selection!! (Fallout 4)

Installed the latest version of Fallout 4 (1.7.15) in the game files is Fallout4_Default (sLanguage=EN) and steam_api(Language=russian) but the game still English who knows how to solve this problem?

What if we add -EN or russian in shortcut properties (a string object)?

And in Fallout4.INI that is in *\My Documents\My Games\Fallout4 what? The idea is that there must be a value from Fallout4_Default, but still better to check.
