In short to make a fully Russian interface, you need to uninstall in the game folder, the folder dlc(if you want of course to have everything in Russian) and local folder delete file English.hpk, and Russian.hpk rename in English.hpk, and so do in the following folder Voices. And all the game is completely in Russian but without dlc))
