Of course. In the upper left corner Trims choose:
Steam => Settings => Downloads => download Region. There choose the Russian (or something else if you want).
What does that even mean?
They say that if you choose a good region, we can increase the speed jumps from Steam. But personally, I tried to change the regions - nothing happened, the speed of what was, such and remained.

The Russian region of loading is not very good, because the server is weak, so better to put Luxembroug, Japan or the USA :)
