The GTX 660 the problem with the cooler

Turn on the computer, the cooler does a couple of revs and fades as soon as the card heats up then the monitor turns off and the cooler starts to work and much buzz
Program for manual control of fan speed (I tried MSI Afterburner) - similar to when you first turn on computer not working, the fan is not spinning, then begins spinning and the screen turns black
