Need help with CPU

Hello everybody.Recently faced with such a problem,going to CS:GO,I saw a problem 10fps in the main menu.Not knowing what to do,climbed into the Internet,tried everything. It turned out that when you run any of the games in task Manager CPU usage 100%,I was very surprised and decided to ask more knowledgeable.What to do in this case.Intel Celeron 2.4 GHz 2.39 GHz,AMD Radeon R7 200 Series.
