How to remove edict stone? (Tyranny)

Not sure whether the second Chapter, but in the third you can. As you can guess, that without spoilers.

I have already passed the game,just did not understand,

The same garbage ,the campaign caught the bug

The edict of stone by his own edict to remove. I researched scroll edict Curse that made him and cursed that location. The end result for me was a huge plus, enemies or take.
But still possible in the story in the second Chapter. As personally, I don't know. Perhaps an anarchist.
