Shadow low resolution at maximum settings. (Grand Theft Auto 5)

In General I have poor quality shadows of the night posts, driving lights, from the light in the house, etc. the shadows from the normal sun normal. When a couple of months ago played on my phone, and now decided to go and saw this picture. I they reinstalled windows but did not help. What could be the problem and how to solve it? Maybe something with the video card? While in other games all right. Itself GTA license steam.
