Friezes on all settings in FullHD (Watch_Dogs 2)

Freezes in a few seconds even on the lowest settings at ~200 FPS in the rest of the time and the GPU temperature is around 70 degrees and CPU around 80 degrees. RTX 2060, 9600k i5, 16 GB RAM. All drivers are updated. RDR2, SOTTR, Witcher 3, GTA V given a stable 60 FPS on ultra/colostro. Has anyone faced such a problem? Somehow the lack of performance like there is no reason to suspect the system.
