Problems connecting to a host

There is a problem , I want to play with a friend in call of duty black ops 2 , can me connect , ports are open through Radmin and other also does not work , if anyone knows the solution I would be grateful .

I'm afraid you are on different subnets. Have provider to buy the service external ip address.

Just to check - you both need to try a different Internet connection, even a smartphone. Purely for testing, just to see. If it works, then all the questions to your provider.
