FPS drops (Tom Clancy's The Division 2)

I have the game on an average of 40 fps, but sometimes drop to 20 or below. The game is running, then slowing down, and then much faster the character runs. The fps drop seen in the performance tests. On low settings, on high there is still a fall. The GeForce 1060 3Gb. My brother has the same card and also there is. Does anyone observed this?
Swapping is the game on the ssd.

What promised to update - fixed a sagging... not much( Maybe a little less began to lag.

TUF gaming H370 asus.( ne pontuyus). Vse idet plavno vezde 60 fps 1080p. Delo v tom chto u vas problema sxojaya a pricini razniye. U koqoto pamati malo vram videopamyat 3 qb chuvak eto malo.

Depends what resolution and graphics settings to play - even on my bucket (in profile) sometimes eating more than 3.5 GB of VRAM.
