Bug with pop-UPS every second (Stellaris)

After the upgrade POPs up every second of this window, to prevent some kind of mod, but what I do not know because shut down which prevented and begins to interfere with the other until you turn off all mods, at whom such was and how you solved this problem?

I so was not updated for 2.0.* fashion on a planetary modifiers.

I update mods manually because the pirate. As the incentive of the mods are updated I don't know.
