Bug water and sewage (Cities: Skylines)

Guys tell me, who can met a problem.
Start the game, build a residential area. Connect the water supply and kanalizaciu, and they don't work. Electricity is, all done (played pirates - it was all OK, now the incentive is such a disaster.)
The game is clean, all mods are disabled.
