The change in underlying value of available planets (Stellaris)

Does anyone know where and how to change the value of the base number of planets which belong to the sector? I do not like to create the sectors, the AI uses them irrational...
Just used mod 999 planets - with the head missing, was able to decide that and on what planet to build and how...
Only one minus was - the AI also used the mod, so towards the end of the game, the galaxy was divided into 2-3 parts and started the long and Saturna war for every planet with a break of 10 years)

Normally the AI uses. Only the control of a spaceport is not included.

Found a way - in act\common\governments in file 00_governments add(or modify) option country_core_sector_system_cap = 40. This option in some forms of the Board is present - the values from 2 to 10. If in one or another form of government there is no setting, then it is added in the modifier = {}
For a fair game - encouraged, or to equalize all forms of control to the value you like, or put(in your opinion) more than adequate numbers. And if you have 40 planets will be enough to create or sectors, or to change the numbers on more fabulous values...
