i5 4460 and capture card AverMedia live gamer hd HELP!!?!?!

Hi all. Please help. Tell me, I often stream through OBS different games and sometimes just a message in OBS High CPU load. Rocket League was streaming at 720p and 60 fps (all good) to try these settings to zastititi h1z1, got the message OBS'and the load. Threw up to 30 fps like it was normal. Does it make sense just to stream to buy this video capture card? I often stream at 2K bitrate, climbed on different forums and 50: 50 opinion, someone says to take definitely, and someone writes only the transfer of funds. Understand that it is better to buy another PERC, but while there is no this option, so asking for help from those who used this card. Only to stream using OBS, Xsplit is not satisfied.
