Was the same problem. After clicking start there is an inscription Mafia 3 and both would have played, but flew. Installed Framework 4.5.1, Rebooted. And the game has started.

I have a license , run....there is a window start,settings,exit push start then just displays a small square Mafia 3 black screen for 2 seconds (if started) and just crashes to desktop.

I had the same thing. Kind of like missing software or new versions need to update Visual C++ 2015, Framework 4.5.1 and DirectX. I didn't have Framework 4.5.1
