Does not start. Error 0x7b00000 (Payday 2)

Anyways after running payday 2 from steam nothing happens,even if half the files from the folder to remove the PD did not write, and when using the exe it says no file msvcr120.dll if I throw in the root of the game it will write error 0х7b00000.
