Bug or settings ??? (Sid Meier's Civilization 3)

If you take one city of the enemy, what does matter is that it is a look, with a population of 1, all cities and units are destroyed to ruins on the map, and there is only 1 city as the capital. And so with all countries.

Tell me this thing in the settings or a bug of some sort!?!?
