On the action bar (which is to the left of the character's avatar) there is a separate button for the "throw" action. I don't know yet if it works in combat. I know for sure that you can use "push" and throw the enemy down from somewhere.

But push quite effectively, there is a button "push", sometimes you need to push two in a row with the party, at first he (the enemy) loses orientation, and then throw it from the height. Remember that from a height to push big enemies is the most. And, in general, use the "fast-saving" function in combat, which allows you to experiment with different methods of combat, because it is early access!
