Characters don't leave the location (Tyranny)

At the very beginning of the game (there are still eight days before the proclamation of the edict) at the end of the accidental meeting can not leave the location. When you press the exit button above it, you get a warning that you need to assemble a full squad (now I have three characters, including mine in the squad, and available, sort of).

How it was
I was heading to one of the locations in the west of the map (sorry, I don't remember what it's called). Along the way I met Utley (one of the future companions of GG, as I understood). After a dialogue with her, I continued to follow in my direction, but then again a chance meeting: this time my character found that the rebels were colluding with the recruits. After listening to the conversation, I learned that they slander us, a respectable evil. Then he ran out to fight with shouts about it. In the end, the hired men fled, and I had to fight the rebels. Having defeated them and searched the whole map I decided to continue the way, but not here it was - now I just can not leave the location. I tried to give the squad a few times to rest, I over-tested the fight, I re-set up the game, but all one thing.
Maybe I'm the one on the tarmac in the skis, or maybe it's the problem in the game itself. If someone faced the same problem, please tell us how to solve, because it's a shame to finish the game like this.

P.S. Utley in my squad is still kind of not, and to change its composition I did not find an opportunity.

There's never been one like this. It's probably a glitch. If possible, download somewhere early and go. You have to do a few saves in different places so as not to face such things, but it's any game touches.

With the saves is understandable, but the pers overload I tried saving before the journey - all one thing.
But thank you anyway. I'll try to download it early.
