Will this BP pull on 400w this graphics card

Power supply from Huntkey CP-400HP v2.3
+12v1-13A(YELLOW), +12V2-13A(YELLOW-BLACK)
12V q 312B
Even if you specify a minimum of 450w for this graphics card

Rx 470 4gb graphics card (under low frequencies (to consume less) will work)
xeon e5 2420 (works at about 60w)
ssd 64gb + hdd 1 tb (USB 2.0)
keyboard, mouse
4x2 operational (server)
In games the average settings are 768p and the limit is 60 fps
Samsung monitor s19b300 18.5

rx 560 consumes 75w (pulls even on 350w power supply)
Right away I'm not very experienced
don't need such that the computer will burn and all that

Do not rely on the long happy life of the system. In "Chinese" BP, most of the numbers say little.

I wouldn't use such a BP. It's more expensive.
Look in the neighboring themes on the BP table in Google. There's a whole list of BP, including budget, that makes sense to take.

The games will pull, but in case of what BP quietly half of the system can take with him. If not all.
