Memory, of course, is not enough. And the video card is below low. You can try to set the full screen mode in the video settings (by default there is a "window without frames" mode), in the graphics settings everything is on low-disabled, the textures to see what are low (not always set), enable permanent FidelityFX at 50% resolution, disable anti-aliasing (the tweaker is here in the files, item "Developer / Feature toggles / Antialiasing").
