On some prots, 1 core is responsible for 2 threads, by default only 1 core starts when Windows starts, but then in case of a shortage it connects the next ones, but it does not always do this.

Yes, we were on the right track, and the point is really in the flows, just in their number. I have a percentage of i3-3245 and in fact it has 2 cores and 4 threads, but in fact I have been sitting on only two threads for 5 years, since I had no idea that the other 2 had to be activated manually. Intel Hyper-Treading in the BIOS settings and be sure to uncheck the number of processors via msconfig (since, with this checkbox and the choice of two cores, I generally showed one core and two threads at startup). That's all, Windows 2H20, launched without fixing and other settings, on pure cyberpunk. If someone also has a processor that supports this technology, be sure to enable it. Hope it helps someone.
