Characters don't open their mouths when talking (Cyberpunk 2077)

In 2077, people learned to speak without opening their mouths...

And seriously - shoals of animations are a common thing and there is almost everyone in the game, as I see from the reviews. It hardly makes sense to shamanize and try to repair yourself and it is easier to wait for patches, because it is not in the iron and some wrong settings, and in the game.
