I cannot pick locks of the "Intermediate" level and higher, although the skill is fully pumped

Can't pick a lot of medium-sized locks? I've only been able to crack one lock in the tinity tower, and a bunch of complicated ones were broken without any problems and I thought it was just a glitch bug
