Periodically sags FPS in all games.

Greetings, at me such here a problem, after about 7 minutes of the game, periodically sags FPS in all games with an 80-60 to 10-8 fps for 2-3 seconds, then gets back as it was, the minute those sagging again and so on.
Changed operating system with full formatting disk, VIN 7, VIN 10, both equally through it is about time it begins to sink. Monitor the temperature, it's all right everywhere, is a matter came to the BIOS, in the BIOS I already train controller from IDE to AHCI.
Settings in games are made different, still sags through this time. I read a lot of forums, have seen enough of YouTube, nothing helped everything that was advised to clean the computer every month. This problem was about a month ago, but went through a couple of days by itself. Personally, I err on the motherboard or video card. Please help with this problem, thanks in advance.
Here are characteristics of components:

CPU AMD FX-4330
Video card GIGABYTE GeForce GTX 750, 2 gb

Like a virus in the BIOS or a faulty motherboard.

One person said I have overheating MOSFETs percent frequency resets because it freezes in games
And Yes, checking it , making sure that CPUTIN during the games heats up to 90 degrees
As it is generally possible to fix this overheating? Because the processor is not heated above 50
That is only one part of the Mat.motherboard CPUTIN

Open the case and point it at place heat fan, or a Mat fee normal buy.

Cooling is excellent, as wrote above, overheating, except this place is nowhere at all, so it seems to me that there is a sensor flew

the power unit what costs?
I see a strong drawdown in the +12V and a bit at +5V.
overheating can be due to a shitty PSU. or just the sensors lie)

Sensor CPUTIN most likely, it is strange that this part is heated and the other not

borrow someone other PSU.
probably all of it is probably the case with him sold.
such PSU is too bad, both in terms of stabilization and security plan components.

there is another option. maybe cover one of the phases on the motherboard, and there are only 3, and so not enough. check if there's any discoloration on the reverse side of the motherboard.
