Just like in any other game. If a normal map is used there (they usually have a blue-violet tint), then using paint.net and a plug-in for it for normal mapping, you can also use XNVeiw by tweaking the bump and chroma settings. Other types of bump maps have their own tools.

I already wrote everything above: XnVeiw, Paint.net and Photoshop - all three perfectly cope with the creation of a normal map.
In XnVeiw: for this you need to open the texture (the texture itself, not the normal-map), then select image-> correction-> negative, then image-> filter-> embossing, image-> brightness level contrast-> color enhancement and twist the blue to the maximum there (if the result does not fit, you can twist the red and green as well)
In Paint.net: install the plugin for normal mapping (drop the plugin file into the paint.net Effects folder), select effects-> stylization-> NormalMapPlus and click OK.
Photoshop is not installed now, I don't remember by heart how to do it, but about the same as in Paint.net
