Power Capture (Sid Meier's Civilization 5)

The problem is this: he started a war with one of the powers, they had two cities, he captured the capital, and he wanted to capture the latter, but did not have time, the entire enemy team signed a peace treaty not to attack. And when trying to start a war in a dialogue with the head of state, he writes that one cannot start a war until the term of the treaty has expired. The question is: how to break this contract, and how many moves does it take?

The contract cannot be broken. And the duration seems to depend on the speed of the game - 10-30 moves.

it seems like enemies cannot conclude a peace treaty if you don't want to ... but everything is written correctly above

Most likely I think so, he was mistaken in writing, because it is true that the enemy team cannot make peace without your consent, but if he also played in the team and some ruler of the enemy state turned to the ruler from your team, then he will automatically agree (if this bot)
