Well, what's wrong. In my time, too, 10 times I went over to the side of civilians, then to the pirates, which is accompanied by shooters in everything that moves. And besides, you can achieve that any one HOUSE was friendly (Bretonnia is best suited IMHO).
And about the damage: you need to dig into the game config. In principle, there is nothing complicated there.
