Same FPS on any settings (Cyberpunk 2077)

Hello, the actual problem is in the title. That at full minimum, that at high settings, the FPS does not change at all. In buildings 29-35, on the streets it is generally 15-20. What could be the problem? Specifications:
i5-7400
GTX 1060 6gb
7 win 64
8 gb
Game on hdd

Weak percent is to blame for everything, there is still a problem with a small amount of RAM, hdd and Windows should be updated)

Open the FPS Monitor, if the percent is loaded at 100%, and the vidyah is resting, then it's time to change the stone, because the emphasis is on it)

4 streams only for minimal salaries and that's enough. Here you need at least an i7 6700, or analogs like the Ryzen 5 1400.

This is just a shitty optimization, which is corny fixed by the overcapacity, especially the processor - the game is very hard to hit into it.
This can be proven simply by walking into an isolated area - for example, a skyscraper.

And the settings really have practically no effect, the shadows can throw a dozen fps, the rest is generally a penny.
That changing the settings in the menu, for example, from ultra to minimal, really gives almost no profit.
I advise you to go into the configs, there are more settings.

The most resource-intensive settings are fog and reflections that choke a weak system.
