CPU load issue (Cyberpunk 2077)

The theme is this, the Ryzen 5 1600 config paired with the gtx 1060, the game runs at 36-45 fps. Faced with such a problem, the video card is loaded at 97-98%, and the processor is loaded from 40 -55% to the maximum, as well as for each core from 35-40%. What could be the problem ? The stock system did not overclock anything.
