It's hard to say, it depends on the set of artifacts and the speed of recovery. If artifacts allow spamming with an ult, take damage (Rusty bow if dd or Stringless if dd sub dd), if they do not allow it, take recovery (Favonia dd sub dd combat bow will do).
But this is not accurate, you need to think better.
It is difficult to say which damage will be greater, from
rusty
(will increase damage from normal attacks and overall damage)
or
stringless (will increase damage from
1) reactions (mastery of the elements)
2) damage from skills and ults)
