You can buy belts at least 80th, and craft 20th, for example, to get the best chances for 3 affixes, or buy, say, 50th, and craft 1st in order to reduce these chances as much as possible.

Ideally, such a belt can be obtained only if it has 2 affixes on it. since formula reqlvla clothes rlvl = rlvl_affix + 10+ 3 * N. Where N is the number of affixes. Only 3 normal affixes are suitable for us by their properties. This is "Serpent's" (level 14, levelreq 10, group 115): + 11-20 to Mana, "Cobalt / Garnet / Coral / Jade" (level 18, levelreq 13, group 117/118/119/120): Cold / Fire / Lightning / Poison Resist + 21-30% and "of Stability" (level 18, levelreq 13, group 18): + 24% FHR.
Hence, when generating 2 of these affixes and no more, rlvl clothes = 13 + 10 + 3 * 2 = 29 lvlreq.
