Saves from Steam Cloud not syncing (Cyberpunk 2077)

After reinstalling Windows, Steam Cloud does not want to automatically transfer the save. All the checkboxes about synchronization are. I just tried to separately download the save from the cloud and drop it into the folder where the save should be, but the game does not see them, I probably need to do it correctly.
