Vertical mouse sensitivity. (Grand Theft Auto: San Andreas)

Has anyone solved this problem already? I tried 5-6 methods (asi-loaders, etc.) - nothing helps. The mouse sensitivity is not adjustable vertically. Is there a working way to fix this?
